They do so by using a high-speed brush (or in the case of microdermabrasion, aluminum oxide crystals that pass through a vacuum tube of sorts) to remove surface skin, which reduces the appearance of scars or removes them altogether.
These treatments do not work as well on severe, deep scars and may not be advisable for those with darker skin tones, as they may cause changes in the appearance of your skin pigmentation.
